Naturally, methods of product development depend on the type of product or Service but generally, the sequence of development is:-

Products

Idea generation and improvement.

The idea is a focal point which you probably have already, talk to people about it see if you can improve on it. Then talk to an expert see if its possible to make it. Sometimes compromise is needed to turn the dream into profitable reality.

Product Design.

This should be a graphic and specification or recipe.

Detail Engineering

Basically these are the specifications and detailed assembly drawings.

Market Research

What else is on the market, how do the competitors compare.

Marketing Analysis

This is combined with the start of the business plan.

Take your idea to a specialist or consultant who can document your idea technically and work with you to bring the best possible result to the market.

If the product were internet or word based such as an eBook or web site then you would probably be your own expert although on those subjects there are many helpful sites on the net.

Providing services requires a totally different approach, although you still need to develop your product. It should be decided on the scope of work you will engage in, better to specialize in the skills you have than try to be all things to all people.

Unlike products most of the service industry has well tried market sectors and business frameworks such as partnerships or practices. Although the need for targeting your clients and business sector is still important.
